Here are the missions where you can get Scattering Inferno in Warframe:

• Lua/Pavlov : It's a Spy mission (level 25-30). The item is dropped on rotation C (7.37%).
• Ceres/Bode : It's a Spy mission (level 12-14). The item is dropped on rotation C (5.64%).
• Jupiter/Amalthea : It's a Spy mission (level 17-19). The item is dropped on rotation C (5.64%).
• Europa/Valac : It's a Spy mission (level 18-20). The item is dropped on rotation C (5.64%).
• Saturn/Dione : It's a Spy mission (level 21-23). The item is dropped on rotation C (5.64%).

These recommendations are based on the usual missions lengths, and the probability of getting the resource dropped.
