Here is the mission where you can get Shell Shock in Warframe:

• Eris/Naeglar : It's a Caches mission (level 30-34). The item is dropped on rotation C (4.51%).

Baro Ki'teer Offerings

Shell Shock can be bought from Baro Ki'teer offerings.
Please note that Baro Ki'Teer shows up every two weeks in one of the relays, and you can only trade with him for up to 48 hours.
The items he chooses to sell change with each appearance, so they're not always available.
