Here are the missions where you can get Astral Twilight in Warframe:

• Lua/Pavlov : It's a Spy mission (level 25-30). The item is dropped on rotation A (1.29%).
• Sedna/Yam : It's a Arena mission (level 60-60). Probability to get it: 0.50%.
• Sedna/Vodyanoi : It's a Arena mission (level 85-85). Probability to get it: 0.50%.

These recommendations are based on the usual missions lengths, and the probability of getting the resource dropped.
