Here are the missions where you can get Cutting Edge in Warframe:

• Phobos/Kepler : It's a Rush mission (level 12-14). The item is dropped on rotation B (3.76%).
• Saturn/Pandora : It's a Pursuit mission (level 21-23). Probability to get it: 3.16%.

These recommendations are based on the usual missions lengths, and the probability of getting the resource dropped.
